The faces of Bayon

There is still much speculation about the significance of the "faces" of Bayon. Each peak of the temple, there are faces facing the north, south, east and west directions but no scholar has been sure about why.

It looked to me that there were many eyes staring from above, ever so watchful at every moment, but why?
